Allan Edwards has been providing pipeline repair sleeve solutions since 1950. With 72 years of service in the sleeve business, it’s become personal for us, and we make it a point to offer the right sleeve solution, at the right time, in the right way for our customers. Our wide portfolio of repair sleeve solutions is manufactured fully in-house at our shop yard in Tulsa, Oklahoma. What Sets Our Sleeves Apart?

Extensive Validation Testing Through Joint Industry Program (JIP) Participation

There are many repair sleeve manufacturers out there that claim their repair sleeves are effective. But do they have the data to back it?

The CFR 192 and 195 regulations are the only governing authority over the use of steel sleeves as a pipeline repair method. Interpretation of these codes varies regarding whether sleeves must be comprised only of pre-tested pipe or whether sleeves manufactured from rolled plate are an equally valid repair option. Because we manufacture our sleeves from rolled plate at Allan Edwards, we decided to undergo a rigorous testing program — never attempted by any other sleeve manufacturer — to demonstrate our sleeve effectiveness.

Why? Because the stakes are high in this industry, and we knew the importance of reducing uncertainty for our customers though providing evidence of our sleeve effectiveness.

Sleeve Study JIP: Mr. Precht Goes to Washington

From 2017-2019, Allan Edwards, along with five pipeline operators, participated in a Joint Industry Program (JIP) to validate the use and performance of repair sleeves manufactured from rolled plate compared to those formed from pre-tested pipe. Before embarking on this study, our senior sales representative, Tommy Precht, along with Dr. Chris Alexander, P.E., of ADV Integrity, visited to the PHMSA offices in Washington, D.C. to gain their perspective on conducting such a study. As cited in our report, “During a meeting with PHMSA representatives…the regulators were pleased to hear this study was being conducted. With the current regulatory environment being moved towards ‘performance, rather than prescriptive’ regulations, the full‐scale testing approach used in this study [was] encouraged by regulators.”

JIP Study Results:

Throughout the course of this full-scale testing program, “the study evaluated the reinforcement of both corrosion and plain dents that were pressure cycled to failure. A total of six samples were tested in this program, which included two samples with unreinforced defects that served as baseline data points.” The program successfully demonstrated the durability and effectiveness of manufactured sleeves as an appropriate repair solution for the reinforcement of corrosion and dent features, increasing their fatigue lives to at least 424 years.

Official Steel Sleeve Certificate of Quality

Following the conclusion of the steel repair sleeves JIP, Allan Edwards was approached by another pipeline operator interested in an even more comprehensive testing program for Allan Edwards sleeves, featuring additional defects and higher fatigue stress levels. “This burst test successfully demonstrated that the Type‐B repair sleeve manufactured and supplied by Allan Edwards can reinforce a leaking defect past the maximum allowable design pressure of the carrier pipe with a considerable safety margin.”  On July 1st, 2019, after testing completion, a Certificate of Steel Sleeve Quality was drafted and signed by Dr. Chris Alexander, P.E., of ADV Integrity, a prominent figure in the pipeline industry. This document validated the superior performance of Allan Edwards sleeves.

Allan Edwards UT thoroughly validates the quality of all incoming steel. This inspection is important because it detects even the smallest defects in steel that may not be visible to the naked eye but could cause issues down the line once a repair sleeve is installed.

Available Sleeve Types

Half Sole Repair Sleeves
  • Tight fitting sleeve that provides reinforcement for damage or anomalies on pipelines

Fabricated Weld Sleeves
  • Custom-made sleeve, manufactured to meet exact specifications for a custom fit over flanges, hot tap fittings and a variety of pipeline jewelry

Girth Weld Sleeves
  • Used to reinforce a welded pipe joint

Low Profile Pumpkins
  • Used on pipelines with screw collars and dresser couplings. Available in a design suited for easy installation

Materials

All materials used to form our steel repair sleeves originate from Allan Edwards stock, consisting of structural-quality carbon steel or pressure vessel-quality carbon steel plates, both of which conform to ASTM specifications.

Copies of material test reports are kept on file and used to verify heat numbers prior to cutting material in the first step of manufacturing.

Marking and Shipping

Each piece of the half sole sleeve is clearly marked with size, wall thickness, grade of steel plate, heat number and Allan Edwards job number.

Mechanical Properties and Testing

Mill test reports are furnished on all materials. Independent testing may be performed to check the hardness on stock plate. Additional independent testing available includes destructive, magnetic particle, liquid penetrate, ultrasonic and radiographic.

Additional Helpful Information

  • Half sole sleeves are formed by rolling or die-forming without the use of heat treating.
  • Longitudinal edges of half sole sleeves can be beveled for welding, if requested.
  • Half sole ends have sheared square edges for fillet welding unless square-end bevel is requested.

Allan Edwards custom-made manual pipe jacks provide a simple, solution-based approach for the safe installation of Half Sole repair sleeves on steel pipe. By securing the two halves of the sleeve over the affected pipe section as they are welded, the manual pipe jack enables a stable and precise fit.

Important Notes

  • This is not a multipurpose jack. Its only application is for Half Sole repair sleeves.
  • A 2-5/16” open end or box end wrench is required to operate pipe jack. Wrench is not included with product.
  • 18” or larger Half Sole sleeves, depending on length & wall thickness, may require 3-4 jacks.
